Depending on how you enjoy to play Pockie Pirates, will determine how important cloaks are. Cloaks in general prevent magic damage. If you are not concerned about PvP or being warlord, then enhancing cloaks should be last. As you can tell, it is also the cheapest to enhance via silver. Once you are level 70+ then I would start to focus on enhancing cloaks more.

If you love to PVP and want to be warlord, enhancing cloaks to max level is a MUST. You do not want to take heavy AOE magic damage during battles. Any true PvPer will utilize their AOE magic attackers to either crit or do more damage. If you max your cloaks enhancement level, you will notice a difference.
